The Budget Manager exercises independent judgment in the performance of duties and responsibilities. The Budget Manager is responsible for the general administrative management of all grants, procurement, budget preparation, Administrative Review Committee (ARC) contracts, and travel and purchase card approvals, and represents the State's Attorney at public meetings, council sessions and legislative hearings. The incumbent meets with other agency directors, deputy directors, elected and appointed officials regarding management issues.

The Budget Manager works closely with the Director of Administration Operations in overseeing day-to-day office operations with a focus on supporting staff and the smooth and efficient operation of all office systems and equipment. Budget Manager is responsible for procuring equipment, office and equipment maintenance, improving processes, keeping staff updated and trained on AV, phone systems and office equipment. Works closely with IT and acts as a help desk for all office equipment and systems, as well as troubleshooting and training on computer software. Position is also responsible for coordinating budget entry and reporting for the Administration department. The Budget Manager manages the Merrill Center Receptionist and works with the Company State Office Managers to ensure they have the tools and training they need to manage office operations in the state and regional offices. Additionally, this position ensures consistency and efficiency across all offices and with all office supplies and equipment.

Budget Analyst performs advance budget preparation and financial analysis work. The work involves the examining, reviewing, and analyzing operating budgets; compiling statistics and reports relating to budgetary activities; preparing and revising legislative appropriation requests, operating budgets, and other required reports. Provides technical advice and assistance to department staff on budgetary matters. The Budget Analyst uses a variety of software applications that can include Excel, Access, Word, HHSAS, CAPPS, and ABEST to perform essential job functions. The Budget Analyst works under direction of the Budget Manager with extensive latitude for the use of initiative and independent judgment.

This includes the Variance Analysis report regarding revenues and expenses with the use of the Financial Statements (Consolidated Operating Statement, Profit and loss Statement and other reports).
