Participates in decisions related to general City policies and operations; provides legal advice to guide City policies, decisions and activities; drafts and interprets City ordinances and resolutions; provides advice, counsel and representation to protect the City's interests.
Draft and review letters, ordinances, contracts, resolutions, policies, real estate documents and other legal documents enacted by the City to assure proper wording, limit the City's liability, assure they carry out the City's intent and to assure they comply with applicable laws, and protect the City's interest; draft opinion letters as required or requested.
Provide professional legal services to all City departments on all legal matters to include legal research, advice and litigation, when necessary. Collaboratively research, prepare, draft, and present municipal code revisions. Assist with nuisance abatement /code enforcement issues. Drafts, negotiates and files leases, easements, deeds, and other real property interests for all City real property transactions.
Prepares administrative hearings and complex cases for trial, develops motions and civil discovery documents, and represents the City in those proceedings as well as corresponding appellate briefing and argument. Drafts and prepares memoranda, motions, beliefs and pleadings to be filed in judicial or quasi-judicial proceedings.
- Reviews and researches Federal, State, and local laws, ordinances and court decisions, prepares interpretations and legal opinions for City departments, governing boards or officials.
- Prepares, presents, administers, and controls the budget for the department. Assures that assigned areas of responsibility are performed within budget; monitors revenues and expenditures in assigned areas to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Collaborates with the human resource staff to provide advice, legal memoranda, and drafts of policies and documents pertaining to employee discipline and termination matters, state and federal regulations affecting employment issues, personnel policy issues, and aspects of collective bargaining.
