Perform a variety of extensive, complex and sensitive projects, ranging greatly in size and scope, which typically run concurrently and which involve on-going contacts with the senior staff of the client agencies.
Confer with appropriate client-agency officials to discuss services to be provided, the process to be followed, and the benefits of properly designed office space. Discuss and develops project schedule to ensure the date of build-out will meet client/project team expectations. Act as liaison between the client agency staff and the contractor in the development of agency space. Resolve any technical issues inherent in the design of space for the client agency, and ensures adherence to the appropriate design criteria as well as to any space allocation standards involved. Also confer with client- agency officials at critical points in the space planning and interior design process to present oral, written and graphic proposals, and secure approvals.
- Inspect and survey tenant agency assignments to promote maximum utilization of space, perform requirements development. In this regard, may be required to develop housing, phasing and stacking plans. Obtain client program requirements through user organizational surveys, analyses and space requirements reports; this includes performing data collection and quantitative analysis to ascertain the required square footage, and qualitative analysis to determine lines of work flow and communications. Identify special purpose space and special requirements for the most complex projects, performing additional in-depth analysis as required.
- Review design intent drawings, reflected ceiling plans, finish, door and hardware schedules, telephone and electrical specifications and plans, furniture plans, architectural detailing, details and millwork, and coordinates color and finishes for spaces. Utilize cost estimating knowledge to develop budget information and to verify that costs submitted by contractors are fair and reasonable. Act as a Contracting Officers Representative (COR) during to ensure all parties adhere to the design intent plans. Reviews subsequent change orders, providing technical assistance to projects as required.
- Monitor multiple contractors providing space design and development services to the Government. Based on project scope of work, determine which contractor will receive specific projects. Prepare scope of work and initiates the request for services with the designated contractor, prepare detailed justification for selection, continually monitor the progress of the contracted projects, enforce contract responsibilities, documents contract actions, review and approve deliverables for compliance with the contract, processes partial or final payment determined by the adequacy of the services rendered, and amends the original delivery order to meet new or revised specifications.
