Data Center Controls Integration Governance Manager (SCADA/BMS/EPMS)

Lead the integration that keeps hyperscale facilities running

At Process Equipment & Controls (PEC), your day begins by aligning a team of specialized subcontractors delivering SCADA, Building Management System (BMS), and Electrical Power Monitoring System (EPMS) scopes on large industrial and mission‑critical builds. You’re the accountable owner of execution quality—not the designer or programmer. Your craft is governance: enforcing scope, coordinating integration, mitigating risk, and guiding commissioning so every deliverable matches the Engineer of Record (EOR) design and the Owner’s requirements.

A day in the life

  • Morning: Confirm SCADA configuration and Division 25 BMS/EPMS activities are tracking to plan; resolve constraints with other trades and the EOR.
  • Mid‑day: Drive integration checkpoints—validate data ingestion from BMS and EPMS through the Integration Control System (ICS) layer into SCADA; ensure cybersecurity alignment with Owner/EOR standards.
  • Afternoon: Administer change control, review subcontractor SOVs and AIA billing, and update cost forecasts and risk logs.
  • Late day: Facilitate commissioning readiness—SCADA Level 2–5 and BMS/EPMS Level 1–5—confirm documentation completeness and plan IST participation.

What you govern

  • Primary point of contact for SCADA, BMS, and EPMS subcontractors on PEC’s behalf.
  • Execution oversight of SCADA configuration/implementation and Division 25 BMS/EPMS scopes.
  • Strict adherence to issued EOR design documents, standards, and Owner requirements.
  • Contract rulebook: scope, schedule, quality, safety, and documentation enforcement; progress and deliverables tracking.
  • Cross‑discipline coordination with PEC teams, other trades, commissioning agents, the Owner, and the EOR to hit phased construction, commissioning, and turnover milestones.

Where you draw the line (what this role does not do)

You ensure others execute correctly; you do not perform system design or programming. You enforce that subcontractor efforts stay within configuration, implementation, integration, monitoring, visualization, alarming, and data presentation. You also enforce exclusions, including:

  • Control system design services
  • PLC, RTU, or OEM equipment programming
  • OEM equipment logic development
  • Relay protection configuration
  • Arc flash studies
  • Electrical construction or trade work

You verify that others provide physical infrastructure, pathways, power distribution, network connectivity, virtualization platforms, and core cybersecurity controls as assumed in subcontracts.

Change management and commercial stewardship

  • Run formal change order processes for any deviation from EOR documents.
  • Identify scope gaps, conflicts, or risks early and escalate with options.
  • Review SOVs and AIA applications for payment for accuracy and compliance.
  • Support cost forecasting, change tracking, and financial reporting for assigned scopes.

Commissioning, testing, and turnover

  • Coordinate subcontractor participation across SCADA Level 2–5 and BMS/EPMS Level 1–5 commissioning.
  • Support Integrated Systems Testing (IST) planning and execution.
  • Verify complete, high‑quality turnover documentation, including SCADA configuration records, tag lists/point schedules, alarm matrices and priorities, graphics inventories, test scripts and results, and as‑builts.
  • Ensure training, system walk‑throughs, and knowledge transfer occur per contract.

Qualifications

Required

  • Track record managing large industrial automation, critical facilities, or data center projects.
  • Strong subcontractor management with contractual and financial oversight experience.
  • Proven ability to control scope and enforce contractual boundaries.
  • Deep understanding of SCADA, BMS, and EPMS architectures.
  • Experience orchestrating complex multi‑discipline system integrations.
  • Polished communicator with Owners, Engineers, subcontractors, and internal leadership.

Technical proficiency

  • SCADA platforms, including Ignition SCADA
  • Rockwell / Allen‑Bradley control environments
  • Protocols: BACnet, Modbus, OPC‑UA, SNMP
  • Familiar with data center operations, redundancy concepts, and commissioning methodologies (strong plus)

Preferred

  • Hyperscale data center delivery experience
  • Knowledge of Division 25 specifications and Integrated Systems Testing (IST)
  • Experience working within a formal Engineer of Record (EOR) model
