Job Summary
The Strategic Planning and Quality Consultant
will provide expert advisory and implementation support in the areas of
strategic planning, quality management, standards, and institutional
performance measurement. The role is aimed at strengthening institutional
effectiveness, enhancing service efficiency, and ensuring full alignment with
international best practices and accreditation requirements. The Consultant
will work closely with the client’s leadership and technical teams to develop,
implement, and sustain robust planning, quality, and performance management
frameworks.
Key Objectives
- Enhance institutional performance and
governance through structured strategic planning and quality frameworks.
- Establish sustainable performance
measurement systems aligned with organizational objectives and global
standards.
- Support accreditation, quality assurance,
and institutional excellence initiatives.
- Build internal capacity and transfer
knowledge to ensure long-term institutional sustainability.
Key Roles and Responsibilities
Strategic Planning and Institutional
Development
- Lead the development, review, and updating
of institutional strategic and operational plans in alignment with the
organization’s mandate, vision, and national priorities.
- Ensure strategic and operational plans are
aligned with international standards and best practices.
- Translate strategic objectives into
actionable initiatives, performance targets, and implementation roadmaps.
Performance Management and Measurement
- Design and implement comprehensive
institutional performance measurement frameworks.
- Develop key performance indicators (KPIs)
aligned with strategic objectives, service delivery outcomes, and
institutional priorities.
- Establish mechanisms for monitoring,
evaluating, and reporting on institutional performance.
- Provide analytical insights and
performance reports to support evidence-based decision-making.
Quality Management and Accreditation
- Review, develop, and enhance institutional
policies, procedures, and operational manuals to ensure compliance with
quality standards and accreditation requirements.
- Support institutional accreditation and
quality assurance processes, including gap analysis, documentation, and
readiness assessments.
- Ensure alignment with recognized quality
frameworks and standards (e.g., ISO, excellence models, or equivalent).
Capacity Building and Knowledge Transfer
- Build institutional capacity by enhancing
employee competencies in strategic planning, quality management, and
performance measurement.
- Design and deliver training programs,
workshops, and coaching sessions for staff at various levels.
- Promote a culture of continuous
improvement, quality, and institutional excellence.
Advisory and Stakeholder Support
- Provide expert advisory support to
leadership and key stakeholders on planning, quality, and
performance-related matters.
- Support change management initiatives
related to strategy execution, quality improvement, and performance
optimization.
- Ensure confidentiality and integrity of
all data, reports, and institutional information.
Key Deliverables
- Approved institutional strategic and
operational plans.
- A comprehensive and documented
institutional performance measurement framework, including KPIs and
reporting mechanisms.
- Updated and standardized policies,
procedures, and operational manuals compliant with accreditation and
quality standards.
- Capacity-building and training programs
delivered to employees in planning, quality, and performance management.
Qualifications and Professional Experience
- Bachelor’s degree in Business
Administration, Management, Engineering, Quality Management, or a related
field.
- Master's or PHD in Strategic Planning.
- Relevant professional certifications such
as PMP, ISO Lead Auditor/Implementer, EFQM, or equivalent.
- Minimum 10 years of proven experience
in strategic planning, quality management, institutional development, and
performance management.
- Demonstrated experience in developing and
implementing strategic plans and institutional performance measurement
systems.
- Strong knowledge of performance management
tools, methodologies, and quality frameworks.
- Strong knowledge in Python and SPSS.
